Im in the process of changing my broken PC and thinking about this one, my question is is a DVD rewriter the sams as a DVD drive.

A DVD writer will write DVDs whereas a DVD drive might only read them. In other words a DVD writer is more useful.

Yes, DVD writers read and write, that's why they are usually more expensive. They will also read DVD-RWs, which DVD writers usually won't. (different lasers needed).
The same applies to BluRay readers and BluRay writers.

webbo - you might be surprised to learn that you can copy DVDs, providing they are not copy-protected, even if you have only one DVD drive as the copying software is clever enough to buffer the contents of the source DVD onto your hard drive, ask to to put in a fresh DVD and write the buffer onto that. I always copy any software DVDs I buy just in case of damage.
