Hello,
I wonder please if someone could help me. My desktop computer has power and at first it allowed me to sign in, then suddenly the screen went blue and it said there was a problem starting! It seemed to try over and over again each time saying that it would restart. What I will say, is that the Printer is on. Being completely ignorant of computers, I have turned the computer off, unplugged at the socket, taken out all the plugs at the back of the computer. Please can someone help me?

Continue to follow those instructions to enter Windows Safe Mode. From there, simply restarting Windows might be all that's required.
If that doesn't work, repeat the above but (at 'Advanced Options') choose 'Startup Repair' instead of 'Startup Settings'.
