I'll give her 10 out of 10 for effort but not for her singing. She's slightly out of tune with the top notes.
I'm with Vagus on this. If she was in a music contest I would award her a Commendation.

I have heard other versions of this sung in the same way with the words well drawn out. Not my favourite, but yes, I think she can sing.

I think she has potential, but she's developed some bad habits. But it seems people rave over her...maybe because she's young.

Based in the OP, for 11 she's very good. Has a decent range; and potential, should she get training, to smooth off the rough changes and wobbles. Good luck to her. (Could have done without the floating hearts though.)
