Blocked Toilet

I noticed the bathroom sink was running water away slowly. Then I noticed the toilet although working seems to have some sort of blockage. It runs clear and then a small amount of residue is in the bottom of the bowl. I've plunged with the mop put loads of bleach down. Buckets of cold and boiling water. All to no avail. The u been is situated behind files so not able to get to it. Can anyone help ?

My guess is you are going to struggle to lift manhole covers .. that is why I suggested eliminating the simple blockage in the toilet first.
Yes the next port of call is lifting the manhole covers and seeing what is happening there. If the drain is full up then your blockage is in the pipe leading away from the drain. If the drain is empty then your blockage is between the drain and the toilet pan. As the builder has already stated .. plunge back up the pipe from below.
We are now in territory where you will need drain rods. Things can go wrong here especially if you start pushing a blockage back into the house. At this point I would only send the drain rods back up the pipe .. no plunger attached.
Before you go trapping your fingers under a drain cover ask the neighbours if they have any problems.
