For more on marking an answer as the "Best Answer", please visit our FAQ.It would seem to be a sound commercial decision to me. They're saying to potential customers "We've tested our staff and we've tested our other customers too, so there's no reason to avoid eating here today".
As Maydup says, someone could have a high temperature due to something other than Covid-19 but, if they seek advice from NHS 111, they'll still be advised to self-isolate anyway (on the principle of 'better safe than sorry'), so the restaurant and bingo hall aren't going beyond the standard advice.
I'm currently checking my own temperature every few hours and it's hardly a great inconvenience. I'm happy to do it. (That's got bothing to do with Covid-19, BTW. It's routine for anyone who is, like me, on chemotherapy).
