I have a book on Irish Genealogy, and it contains a table showing the surnames in Ireland having five entries and upwards in the Birth Indexes of 1890, together with the number registered in each province- Leinster; Munster; UIlster; and Connacht.
using the exact spelling you write, there are no instances, that means in 1890 there were no McCoughlin births registered, but it is a very good guide to the surnames of Ireland.
it really is only a snapshot but it is interesting that out of the many hundreds of names beginning with Mc that one does not appear.
