You should have been patient and waited until he had finished parking.
Even though he was in the proceedure of parking and was in reverse, he should NOT have taken it for granted that there was no obstruction or vehicle or even people passing, he should have checked before moving off.
He is clearly to blame for this and I hope you got all his details to pass on to your insurers.
Report his comments said to you at the time and make notes on everything e.g. vissibility, weather, night/day, busy/quiet carpark.
Don't let your insurers pay this guy as your no claims will rocket.
Take him to court if you have to.
Good luck!
The main point to consider is "who hit who". In this case it would appear that the other driver hit you without checking to see if he had a clear space to reverse into.

Stress this point to you insurer.
He hit you He is to blame.

Observation observation and more observation.
hello ffiffitrix

If this happened on a private car park not the Highway it may be a different matter for him to pursue. - andy
You could have prerhaps been a little more patient, but nevertheless,he can't just go shunting back and forward without making sure it's safe to do so. As SMPTRDS pointed out,it could have a pedestrian, mother pushing a pram or anything. He can think himself lucky it was something solid he hit instead. Don't lose sleep over it.
Definitely his fault although he would be angry that you did not anticipate his actions and give him more room or wait until he was parked.
Unless there are independant witnesses to support your claim you will probably both be held responsible.
you have bothed showed undue care and attention.
