Online Refund Form Will Not Accept Bank Details

I'm due a council tax refund. They emailed me with a link to an online form so I could supply the required details.
The form is not accepting my account number or sort code.
In the field there are corresponding x's for the usual digits. If I type my numbers in, the x's remain. If I cut out the x's, they reappear when I go to the next field. And there's the phrase..." this field is required". I KNOW that. I've done it over and over with the same result.
I've emailed the council, but don't know when they will answer. I'm assuming the problem is with the form.

Try clearing your browser's cache and/or using a different browser.
Why would they bother Emailing you? Why not just refund you via the way they take your money.I would be very wary about an Email like that.

Denton...their email was a reply to me. All done via the council website. I used to pay in person, so they need my bank details.
