That's nothing new. Just after the outbreak of AIDS back in the 80's, it was claimed that it was the result of the USA trying to find a vaccine that would give total immunity to the military, from biological weapons. Where did that particular virus come from? African monkeys! Animals get the blame again! Simples!

I doubt it's really about blame, just a case of wanting to uncover the source and path to us.

So far as blame goes, I think we want control....we want to know stuff to feel less helpless. Its the same as the fake cure/prevention news, the feeling that makes some of us say "so and so lost their battle with cancer", the implication being that I and my loved ones are stronger, we would fight harder, we are safe. The worst thing, the most difficult thing is the feeling that there is NOTHING that you can do to save yourself and those you love.
