If the government then say don't travel or the operator cancels then you should get a full refund of all monies paid. If you cancel or don't pay the balance then you will lose any deposit you have paid. You can always ask the operator if they can move the holiday to later in the year but don't think they are obliged to.
Unless the Ts&Cs indicate otherwise, they site is not obliged to refund but more likely to carry on as normal in the hope that the situation has eased in three weeks time, otherwise they will ask you to postpone.
If you pay, you will have kept your side of the contract. It will then be up to them to cancel your booking. Sadly if they are able to reopen but you dont feel like going, you can only appeal to thier better nature and ask to transfer to a later date.
