Travelling During Lockdown

Here in Belfast at the height of the lockdown we were unable to travel any distance by car and even questioned when getting on a bus.
Police road blocks turned people back. We had the same restrictions as England then.

How can Dominic Cummings travel from one end of the country to the other without being stopped and questioned by police?

How can he travel that distance with a wife and child without a toilet stop?

Some will argue it was for the good of his child. Was he stopped at some stage by police and questioned then allowed to proceed after a "phone call" to someone in "authority".
