I would guess by the grammar and spelling its a scam. I suggest going to your PP account via Google and looking for any messages from them.

You are lucky you haven't had plenty of these before regfarding paypal, HMRC Amazon, etc.
Never trust any such emails. Don't click on a link. Always log in to your paypal etc account in the normal way to check for any messages
