The act provides funding for health agencies and similar entities to track COVID-19 infections. That is all it does. It includes the line: "(e) Federal Privacy Requirements.—Nothing in this section shall be construed to supersede any Federal privacy or confidentiality requirement".

Or alternatively see it as a justification for getting into place that which they know would otherwise be rejected.

One needs the lawyers to interpret what it's doing. But such things need scrutiny if one wishes to remain a free society.
