Is there any guidance regarding gatherings in gardens outside blocks of flats.
There is a family(?) group having a party...tent, paddling pool, etc...outside my building. I'm guessing there's 8 or nine people out there.

I wouldn't be surprised if the parents are the same ones objecting to their children returning to school,
If you mean reporting about Covid you can try the council or police but I doubt they'd be interested. Or send a picture to your local paper or tweet it
Are they social-distancing? With a tent and a paddling pool, that seems unlikely!

No social distancing whatsoever.
um - - my advice is- - - go and join them !
unless you are over 60 - when lock your door !

you know who they are - avoid them as they are likely to sources over the next ten days
Although the police cannot enforce social-distancing as that's a "guideline" they can however enforce the number in the group i.e. maximum of 6 people. You could give them a buzz, especially as, from what you say, they could be endangering others who share the communal space.
Is it your block of flats? are they preventing you getting safe access?
I think the guidelines mentioned ‘private gardens’. A shared one isn’t private. They’re stretching the guidelines a bit.

It's my block of flats...this is a family of 4 that lives below me.
They have direct access to the lawned area. I've counted 11...half are children. I can access the street if necessary without having to pass them.

Then there's the problem of access for the other downstairs flats.
Is there a managing agent/landlord? Is it council?

There's a managing agent. Some of us own...others rent.
As far as I know, the lawned areas are for everyone. There is a path that runs between the building and the lawn.
I’d leave them to it if it doesn’t impede your access anywhere or compromise your safety in terms of catching COVID.
It won’t make any difference to what they’re doing if you do say something to them, and may very well make it uncomfortable and unpleasant for you in the future I’d they take the hump.
if their use of the lawned area is preventing your use of it and you are entitled to use it, then the managing agent would be your first port of call I think.

I think I'm going to leave it for the time being. With any luck it will wind down...they've been out there for several hours. I may let the managing company know that this has happened.
