Is it at all possible that this phrase can be taken as understood/read from now on when talking about people meeting or whatever?

not really. Problem is lots of people are stupid, or give wrong advice, or misunderstand the advice given. All govt communiques tend to be written so that stupid people can understand them, which includes hammering home the message you want to get across by repeating it ad infinitum. I can't imagine the words being left out till the advice is dropped
I agree with Bedknobs...and this will become more necessary as the advice changes.

I agree with Bednobs too. The problem is though that the stupid people make life difficult (or dangerous) for all of us. But you have to keep repeating and hope it sinks in.
I agree douglas AND not all people are stupid, only the stupid ones!
You'd think/hope so, Douglas, but unfortunately, a lot of people will still need to be reminded.
'don't drink and drive', i think it was many years before this was socially acceptable . . .
