Stepney fits the cryptic clue, which is Move Japanese money around part of London's East End but,no, I don't know what is has to do with spare tyre 20d is drive by - anagram of IV(4) inside Derby

I had to google stepney as it didn't seem to make sense. Apparently it's a word for a "replacement wheel"
