These cars are found in continental Europe from France to the Iberian peninsula and I think in Italy too. With two seates, they have a small engine, usually two cylinder, capacity is of the order of 400 cm³. They are in a licensing class of their own and people do not require a full driving licence to drive it as their maximum speed is of the order of 45km/h. The Aixam is one example.
About 5 years ago I had a street legal,DVLA registered dune buggy powered by a 250cc water-cooled scooter engine. Similar to this

These low-powered vehicles are frequently a pain to other road users as they can be difficult to overtake. They are, however, popular with people who can (no longer) get a full licence, such as the elderly and those who've been banned for a traffic offence. There's an Aixam factory near Annecy in the French Alps but I have no idea how these vehicles manage on mountain roads. The big plus is that they provide a much better form of mobility than the battery-powered buggies that are the best you can get in the UK.
