I venture that, that is urban mythery, based mainly on experience and logic but I regularly go into a bar that always tells me it is and the other day one of the barmaids was a law student. I never argue really but I did sort of suggest it may be BS but she insisted it was true! Anyway I cannot find anything saying it's illegal. This link says it just has to be multiples of 25ml.

NJ - what do you mean by '(but not both on the same premises)'?
ummm the premises have to decide whether they will use 25 or 35 ml measures and must use the same for all spirits. They can't serve eg 25 ml measures of gin and 35ml measures of whisky.

oh PS and measures of any kind only apply to gin, rum, vodka and whisky (or whiskey) any other spirit can be sold in any way the proprietor chooses.

It can also be hard to spot a drunk person. Especially in a busy pub.
Perhaps you'd be able to tell they were working if there was someone suspiciously close to them with their clothes off :P

I'm so disappointed he didn't ask back if that was a trick question.
Like I can read the optic from the other side of the bar. A specific measure should be a set amount, not a choice option.

Licensed premises must display a notice stating the measure (25 or 35 ml) used there.
