Not sure what you mean, but it sounds like Trump getting his excuses in early. He is presumably banking on there not, actually, being any testing, so that if he gets done he can claim foul play.

He hasn't done any prepping for this apparently, which I suspect makes sense from his point of view. He's winged it up to now, so why change things.
