Covid 19 Track And Trace App - A Few Questions ......

I'm just wondering how this app is going to force people to self isolate for 14 days.
Firstly, I'll assume that the phone in question is a contract phone, so the details of the owner of the phone are known. They get a message telling them to stay at home and self isolate. I'll assume that the phone's movements can be tracked, so the person just leaves their phone at home and leaves the house. Maybe someone will ring and check that they're at home, so the person switches the phone off and leaves the house. Maybe someone will actually come to the house and check ?? Does anyone know how the checks are made??
Secondly, what if it's a PAYG phone and the owner's details are not known?? Then what?? The owner of the phone switches it off and leaves it at home .... no one can call round, as they don't have an address. Even if you have to register your details with the app - what's stopping anyone from giving false details??
I know that most people will do as they're told .... but I'm wondering why does there appear to be a massive loophole that could easily be exploited by anyone not wishing to do as they're told??

How about...""everywhere we went to buy a drink or(Togo edit) food or to use facilities required us to give personal details that varied from name and mobile no. to name and postcode or car reg. Now.... this new app logs you in anonymously at "venues" and does so without the faff of writing it down in a little bookie wookie for everyone to see. I like that already.
Now engage thought process and wonder ....... what if the Government make it a condition of entry, to all business premises, pubs, restaurants, garages, shops, etc. etc., that all who enter here must identify. Misleading information is punishable and can be randomly checked. ( Don't forget that nigh on everywhere has video recording in operation) Do you want to "sign in" every time you want to shop or wave your phone at a QR code?
P.S. I am not in any way defending or recommending the app. But I am trying to warn you of what may well happen in our Brave New World.

yup, Tofo, you and I seem to be in violent agreement. You have to give contact details in some form. I was answering Puzzled54 who said " I was definitely told that I had to scan in on the test and trace app on my phone or they wouldn’t let me in. What if you don’t have a smart phone? I just thought that if he scanned in the blue tooth would link us anyway"
Google/Apples API specifically ensured that the app does not follow your movement via GPS.
Instead it pings nearby phones via Bluetooth. If someone is diagnosed with covid, and confirms that on the NHS, then recent bluetooth pings will be notified via the app.
Venues cannot br you for not scanning the QR code. If you don’t or can’t scan, then you have to leave a written record of you visit in a signing in book, or on the venues own independent app.
