Right-click the Bookmarks bar of your browser & either "Add folder" or "Create folder", name it "Recipes" and when you bookmark a site, direct it to that folder.

Create a new folder where you want. In that folder right click and choose < Shortcut> copy and paste the url of the page that you want to point to, next name it. Link is saved to that folder, this will then work with your browser of choice, if you swap browsers, i.e make another browser the default you won't lose your links.
As far as I know not to a folder on your drive. You could copy and paste each URL into a file (text/spreadsheet/document/whatever) and put that on your drive somewhere.
What I wish was a normal browser function would be to save all tab URLs into a file that way, on command, so one could close the tabs confident that the info was saved and easy to access, but the bookmark list wasn't crammed to high heaven so one couldn't find anything.
