When it hasn't even gone through the ...usually necessary...stages of testing? With a timeline that says 2022 is when it *should* be available.

As far as I can recall, there was only one person who suggested that a Vaccine would be ready by September, and since that was Donald Trump I wasn't sure anybody took it seriously. Most experts were suggesting that the fastest plausible timetable would take us well into 2021, and even that seems like wild optimism.
I'm therefore not sure who the article is directed at. Certainly not the scientific community at large, and presumably not the general public either; at least, if they were paying attention to the consensus. Governments are entitled to be optimistic, I suppose, but they aren't entitled to cut corners over something that, presumably, is meant to be administered to everyone.

Now down to more gobbledegook: They are doing a trial of BCG to see if is protective against Covid. The vaccine is well tested - and is used as an accelerator ( 'adjuvant') in other vaccines. so doesnt have the safety delay built in to new vaccines
and then - - having had a whizzed up immune system by BCG, if you meet covid you are better able to fight it
we shall have to see (*)

Meanwhile back at the vaccine stakes - we should be assured that it was safe before using. Wasnt there a madwoman who came out with "I think BCG [see above] is unsafe but I wd use it anyway." This suprising view led to restrictions on free speech on AB

I will only have it when I am satisfied it is safe. For that it needs to have had long term testing to ensure there is nothing that detrimentally affects the body in the long term. That cannot be rushed as NJ has pointed out above.
Of course the only other way is if Herr Hancock-Goebbels and his Brownshirts drag me kicking and screaming into forced vaccination. And the way the Turk and Mad Matt are behaving at the moment that is a distinct posibility.
