I suspect that it's difficult to compare. Even if you intend leaving out the side effects of any action taken when judging most success, you are still left with accuracy of figures for both cases and deaths. Then some countries will be at lower risk as they will have lass contact with foreigners so will appear better even if their strategy isn't best. Ruthless dictatorships probably has the best chance of delaying infection and so artificially looking as if they've done well.
Some countries are culturally and geographically better suited to this than others.
The two most repressive regimes in the world claim to have had no cases at all. No one believes them of course, but whether Turkmenistan and North Korea have actually been dealing with the thing effectively or not no one can say.
And then you have the problem of defining "success": no deaths, but mass suicides from isolation or other illnesses, to use an extreme example. Is that success?
Once the economic issues hit home, probably early next year, there will be big problems with poverty - which reduces life span.
And of course there is the problem with the NHS not treating people. Something like 26million less GP appointments. I'm sure many were trivial but there must have been a fair few that needed to be looked at. Other countries will have similar problems.

In actual fact I am sceptical. My Nephew came back from China, not far from Wuhan. The reality does not match the pitch, China has suppressed much of the problem.
New Zealand and Vietnam have done amazingly well. For a long time, despite having a border with China, Vietnam had zero Covid 19 deaths.
South Korea didn't mess around either despite the challenges presented by a high population density.
Brazil and United States hope your heads in shame
