It's only called "Blue" because it's the second full moon in a calendar month. It doesn't happen often, hence the expression "Once in a blue moon".

at 2:51 in the afternoon, so you won't even need to stay up to see it, although it might not be dark enough.

Mars is visible in the East, if the sky is clear of course.
