If I have received a letter and it needs to go back to a PO number, do I need to put a stamp on it.

Did they include an envelope? If so it should say on the envelope or will have some sort of stamp code if you do not need to
Yes, the PO box number is simply a different form of address.
do you mean a misdelivered one that needs to return to sender? I don't think so.

the return address is just typed on the back of the envelope, no stamp or frank. that's ok guys will buy a stamp.

the letter has been sent to another name, not mine but of course my address.
In that case write 'Not known at this address, return to sender' on the envelope and put it in the post box.
Write ' not known at this address' on the front and in large letters 'return to sender' on the back.
just shove it in the postbox "not known at this address"
If you're certain that the letter is not for you, simply cross out the name and address on the front, write "n/k at this address RTS" next to it and put it back in the post. No stamp required.

In that case,JJ, I would simply write "Not known at this address" on the front of the envelope and put it in the postbox with no stamp. There's no reason why you should pay for someone else's mistake in addressing the letter in the first place.
