I remember when they built that bridge

We were working in that office, but they moved us down the corridor

After they built that bypass, traffic has almost stopped driving through our village

usually suggests someone in authority. Edward Lear usede 'they' a lot in his limericks; it suggested to people he was slightly fearful and resentful of authority.
And what is the "it" that you're referring to when you say "It's raining"?
