Leaving aside the seeming indecent haste to cram the Lords full of just about anyone, I’m not sure what Putin has to do with this particular appointment. I think the “approval” relates to our rules not theirs.
The uncomfortable thing for me is the fact that Lebedev, a fine person no doubt who has done lots of good with his money, is yet another “chum” in the chumocracy.
