I'm a little rusty on editing....

How does one adjust a cell so that it shrinks its horizontal length and increases its height to take the text

as in 'Cheshire Council'

Choose the "Wrap Text" option.

Just use the titles top and left to drag and adjust width and height. Or right click and choose from menu options.
