In Egypt and Kyrgyzstan the "y" is a vowel.

looks like Chad is the only one. The only way the question can be answered is if you pretend Y is a consonant - it clearly isn't in the case of Kyrgyzstan, but that must be the sort of thing the questioner had in mind.

sometimes Y has the 'y' sound in 'yes'; that's a consonant. But sometimes it's just another way of writing 'i' - eg Kyrgyzstan could perfectly well be written Kirgizstan - and that's a vowel sound.
