How long does it take to get a provisional driving licence? She has no intention of driving but can see no other way - a passport is too expensive.
And of course it has just dawned on us that the provisional licence is only valid for 2 years and no doubt this problem will pop up again in the future.
Once she has a Prov Licence, she can renew it in the future. My relative has always kept one for the same reason. She has never driven or taken a test.
