Can I be vaccinated with British vaccine, if I live in Central Europe, not UK member, and I could pay for it? Does anybody know?

You would need to make these enquiries in the country in question. In the UK, there is no privately purchasable route to get the vaccine as things stand.
How cheering to read someone who actually wants something British!
I really don't mind where the vaccine I get is produced, when I get to the top of the queue, low priority at the moment but all have been approved for U.K. use.
yes in theory
yes God knows how

The sale of vaccines is country to country and not firm or person to the public. This has been agreed
BUT - of course if your country has bought English vaccine .....

but otherwise it is not really like buying a vintage bottle of poo
and in a mix, you wouldnt be able to choose
