why would people steal from a store even they knew they might getting caught and theres security camera almost in every part of the store?

I worked in a supermarket (albeit many years ago) and have seen quite a few incidents of shoplifting from shops in the city centre here. A lot of the attempts I've seen are pretty blatant.
I've also seen plenty of attempts to stop shoplifters getting away. I commute via an area of town with a pretty high crime level and lots of small shops/coffee shops which have issues with shoplifters/theft.
Even if they are spotted, there is then the matter of actually catching then restraining them once they leave the premises. I've seen some really nasty confrontations with staff/security, how much do you put staff at risk, especially as you never know what they might have on them?
It sometimes seems to be more of a try and get the items stolen back, if possible, or at least know what was taken for the paperwork. Ban them if possible.
Even if they are caught, there isn't much chance of the police coming out unless it involves, say a very high value item(s), someone particularly prolific or the use of threats or violence.

My ex-Sister-in-Law was an expert shoplifter. My ex partner called in a shop in town to have a wheel fixed on our daughter's buggy. The guy took the buggy in the back of the shop to do the minor repair. He was only gone 5 minutes, but it was long enough for my SIL to walk out with a brand new buggy. The guy charged 50p for the repairs.
On another occasion, my ex, my ex SIL and myself were in Sainsbury's shopping. I was pushing the trolley and when we got to the checkout, my SIL told me to go and ring for a taxi while she and my ex went through the checkout. I said i'd help empty the goods onto the conveyor belt but as i began taking items out of the trolley, i noticed something on the lower shelf - a giant pack of disposable nappies. I hadn't even seen her put them there! My legs turned to jelly and i went to phone for a cab.
Years later, my SIL was caught shoplifting a bunch of personalised key rings - worth about £1 each. When the cops opened the boot of her car, it was stuffed with designer clothing from some of the more upmarket stores. She did 6 months.
