peas are hugely popular, but you never see the empty pods available to buy.

what happens to them? surely they dont just bin them?

Probably used to make pea soup, I would have thought.
It's almost certainly used as animal feed. This video, from the Food and Agriculture Organization of the United Nations, shows pea pods being manually processed before being fed to cattle but it must certainly be possible to do much the same thing on a commercial scale in factories:
