As you know I had to voluntarily surrender my driving license for 6 months after a medical incident, until I got all clear from doctor and hospital. After every test going, scans, everything, the neurologist has given me the all clear, but due to my appointments constantly being cancelled it’s actually been 15 months.
Anyway I spoke to DVLA who sent me forms to fill it plus letter from neurologist. Still waiting to get it back as they have a back log but I spoke to them again yesterday and they said I might be able to drive before it’s posted back as long as I fit certain criteria, and they emailed me this link,

I think I do, do I?? Lol

One of the conditions says, "Your last licence was not revoked
or refused for medical reasons." but as you volunteered to surrender your licence, that would not appear to apply to you.

Providing all the others conditions are satisfied, as it states later in the leaflet, you can drive.

That’s how I’m reading it. I’ve applied for a job which starts at 4 am and without driving I would have to get two night buses which I don’t really fancy doing in this current climate. Driving there if I get it would be a million times easier x
