Banking For 17Yr Old

My daughter has a bank account with Barclays . It is a current account but she is unable to make bank transfers because of her age.
Does any one know of any banks current accounts that allow under 18.s to make bank transfers?
She has a part time job so has money going in.

Who does she want to make transfers to
i'm not sure that any allow you to make BT. However, you can get 16/17 YO accounts that let you set up DD

Yes it’s for a friend who has paid for there youth hostel this summer.
I have paid the friend but she thought as she had funds in her barclay account she could have transferred money over.
I phoned Barclays and they said under 18.S can’t do bank transfers so was wondering if that’s all banks.
