chelle council know where son is and am not worrying him with their bill as it will not be paid!
Anyone who doesn't pay council should not get a vote in local elections, only those named on the bill.
band C cannot be higher than band H in the same authority. There must be mitigating discount or something, what is the council?

Still by far the best system of course but the great unwashed had a fit and we ended up with the current abomination rushed through by the grey man.
