What is the reason for sole occupant discount to only be 25% less than full rate? Why not 35-40% at least?

It isn't. It's a tax the same as any other and there is no direct relationship between money paid and services received. If anything there is an inverse relationship where very often those paying the least gain the most. It pays for things which should rightly be the responsibility of central government. Education is a prime example. There is no reason why education should be under the control of local authorities, nor why it should vary across the country according to the policies of local government.
The closest these local charges got to matching the amount paid with the services was received was the Community Charge (usually misnamed "Poll Tax"). That was rejected because those who previously paid nothing were suddenly presented with a bill.
