Sad Case, But Possibly Avoidable

This is a sad case as the perp is obviously mentally unstable, but two questions arise IMHO.
1. Why was he ever "released into the community" when previous convictions pointed at mental problems. Who assessed him as safe.
2. More significant. Why was the hotel receptionist working alone overnight (presumably overnight as Manager discovered her body when "opening up the hotel" in the morning). When I worked in IT, overnight shifts had to have at least 2 people present.

I have booked into many hotels in Europe, States and the UK for work, arriving late and more often then not there has only been one person on reception, this is even in larger posher hotels
I think your first question is the really relevant one though. Unfortunately we release far too many people into the community who should not be there, for their own sake and that of others.
