As far as the UK government is concerned there are no restrictions on leaving the country. You can travel to any country you like. The “Red/Amber/Green” list determines what you must do on your return.
Other countries have their own rules on what people must do when they arrive. These range from testing, quarantine up to an outright ban on entry. The proposals by Frau Merkel are to aimed at securing a consistent approach across the EU in that respect (at least as far as arrivals from the UK are concerned).
The UK government has no control over the conditions of entry imposed by other nations.
