Loads of people don't in America though, I cannot understand why it is not enforced, what if there was a hit and run or some other incident and someone only caught the front, or CCTV footage etc. Why do they allow it ????

Yes only motorcycles and trikes are exempt!

There are some states in the US where a front plate is not mandatory. The argument is probably along the lines that it is an assault on individual liberty to have to have a number plate at all so we'll minimise the cost buy only insisting on one.
