...Its starts with the judge, he'll say "life" and recommend a minimum term. From that point you have Lord Longford types trying to get them back on the streets. A judge rarely says life means life they occasionally say something like, they should never be release but that's rare. But as many of the FOCS on here have said Life does in potentially mean what is says but hardly ever does.
Sqad, look at the link to the previous thread... "whole life" options are possible, but exceptionally rare. 70 odd in the UK.
Either, just guillotine a murderer/ rapist/ active paedophile on finding them guilty. Or- we have to choose, which are the most dangerous, as there is a limit on money and space.
By keeping him in prison forever, someone else can't be, so it really is a guess, on how likely someone is, to reoffend.
