Opposite my home, a house has been put up for £950 per monthly rental.
Over eight viewings took place on the day allocated.
All could have the finance to meet the costs.
So who decides who will be the renter ?

Also does the £950 go to the owner of the house, or does the Estate Agent take a fee ?
And who is responsible for keeping the garden neat and tidy ?

The financial arrangement will be agreed between to owner & the agent depending on what each is supposed to do. If the agent is managing the property fully they would likely take 10%.

Usually the renter should keep the garden (and house) in good condition but it may be written into the rental agreement if there is some other arrangement.
Impossible to know if the owner is handling the rental himself in which case he would get all of the rental income or using an agent for a monthly fee.
If he is using an agent he might still prefer to choose the tenant himself.
Many factors affect the decision as to who will get the tenancy: references, number of children, pets, type of employment, personal habits such as smoking.

The rental contract will state who is responsible for maintaining the garden. It is usually the tenant but not always.

There is no guarantee that any of those viewing the property will decide to rent it.
The agent will normally do all the background checks and financing check and whittle it down to a short list and give it to the owner to make the decision.
Normally the gardens are down to the tenants to keep tidy sometimes though the owners will insist they will keep them maintained although that’s rare.
If it is a letting agency, they will have done the vetting so they will most likely decide who rents the property, based on any conditions the owner may have made.
Most landlords - and i speak from personal experience - are only interested in seeing the rent in their bank accounts each and every month.
While the maintenance of the exterior of the building is down to the owner, the upkeep of the garden is, in most cases, down to the tenant.
The property owner decides who will rent the property, the Estate Agent will arrange the lease with the renter, and the Agent will have a fee arrangement with the owner. The owner looks after the building and it is the tenants responsibility to keep the house and garden in good order.
I've lived in my rented property for almost 22 years and i have never seen, nor spoken to my landlord personally. Any interaction i have goes through the letting agency, whether it be repairs, gas safety inspections or renewal of tenancy agreement.
My brother had five rentals. Now he has one. Too much hassle.
