Anyway, yes, I can see it happening whether Boris wants it to or not. It might not, but the government should be thinking about it in advance rather than weeks late as most of its actions (except vaccination) have been. (Starmer was right about the delays in blocking India flights.)

It would to pretty safe to assume there will be a spike in covid cases in the winter, regardless of the vaccine. It will largely replace the annual flu and vulnerable people will need an annual flu and covid Jab every year. So planning now for that scenario is astute and necessary.
Not sure Johnson is lying by not publicising it now. But he will have to say sometime, probably in the autumn.
