New Bank Account With No Photo Id?

Hello, my elderly mother needs to open a bank account, unfortunately she doesn't have any photo ID, she doesn't drive or have a passport. I've tried to find a bank that would accept other forms of ID like a utility bill etc but can't find anything, I read that Virgin bank does open accounts without photo ID, but got to the send of the sign up & it requested photo ID. She needs to be able to open an account without going into a branch. Thanks for your help.

Metro Bank will accept non-photo id but only if she opens the account in person, in a branch:

NatWest will also accept non-photo id but only in a branch

It's going to be nigh on impossible to open a new bank account online without photo id.
