social housing, homeless & medical band 1 priority housing?

Hi, i don't know if this is the right catagory to put this in but i would like to know, when it comes to social housing, which of these would be more likely to be rehoused sooner -

Someone who has just been catagorised as medical 1 band priority who needs 1 bed flat.

or

Someone who is currently in a hostel and is down as homeless priority who needs 1 bed flat.

The reason i ask is my boyfriend has a serious illness and has been evicted by his parents... he has been offered temporary accomadation in a hostel but because he has been on the housing list a couple of weeks as medical band 1 with priority... he fears that if he goes into the hostel, and gets catagorised as homeless priority, it will take him longer to be rehoused than if he tries to stay at friends houses and stays on the housing list as the medical band 1 priority. both are equally as important, depending on any specifics of the property (ie needing a ground floor property or choosing a narrow choice of areas) will make a difference to how quickly he is rehomed.

at a push though I would say homelessness gets more priority, however, you can be offered really awful properties as a result, if he is staying with friends he could be a little more choosier

i'm not sure - probably equal. However i'm not quite sure what medical 1 band priority actually means?
Personally, i would try and work out wjat was best for him NOW, rather than the future. if they don't have to places to offer, it won't make any difference what sort of priority he is i guess, they cant make properties appear, so could still be waiting a long time. Will his friends put up with him indefinately? Will kipping at friends make him more ill?
Will being in a hostel put him at risk?

and could declining the first offer of a hostel go against him?

Quite often the medical band means the person has special requirements, so that would take precedence over someone in the homelessness band. However where I worked someone could be homeless and have medical priority. I suggest he asks the Council as each one has a slightly different system.
