I need to paint loads of skirting boards etc. Is it really necessary for me to rub them down first? I am trying to minimise the owrk I need to do! Thanks Lisa

the short answer is yes - preparation is everything in painting, if you skimp on it you'll be doing the whole thing again next year. So unless you are doing it to sell the house quickly, I would recommend that you do rub the surfaces down.
Yes, the prep work is very important! Personally we never use gloss paint, it's far too shiny for our liking. We always use eggshell paint on wood, as it gives a really nice finish on skirting boards, doors, windows etc. Good luck with your decorating.
