So thanks for clarifying how a shady person is what it implies - standing in the shade - so it isn't easy to ascertain their motives or character.
A shifty person continually is shifting their ground and so is unreliable. So what would be an example of a behavior that would make you conclude the person is shifty and one that would make you conclude that they’re shady?

A shady character gives away little if any information, keeps his intentions to himself, his intentions and actions are perceived as fraudulent, illegal or immoral.

A shifty character will change their story to suit the situation, will pretend they know more than they do, make promises they can't keep. They are perceived as untrustworthy, dishonest and crafty
