Hmm, yes, that may be one intention (if it is it sounds pretty wacky I have to say) , but will it work ;-)
I think the idea is that now we are not going to be indercut by cheap labour supposedly, there's no excuse ...
But does it work like that? Like I say, I'm no economist: you just hope the folks in government are.
