Having dropped my new phone I replaced it with a Samsung A21 which is generally OK but when I'm working or doing a TV live quiz I put it on flight mode but it still gets calls. I haven't seen a single person mention this online only it being stuck on it. I really don't want to take it back just for that so am hoping it may have a solution. The settings and apps menu can both turn it on and off but it makes no effect whatever I try.

Try a call to Samsung UK Product Support on 0333 000 0333. Lines are open from 0800 to 2200 daily. Calls are charged at the same rate as those to 01 or 02 numbers, which for most people (with spare 'included minutes') means that they're free.

Why not just put it on silent mode or switch it off when required?
I'm lost but here are a few things to try anyway:

Don't both going into Settings. Simply pull down from the top of the screen. From there you can (hopefully) enable Flight Mode just by tapping the aeroplane symbol. Alternatively tapping the loudspeaker symbol twice turns the sound off. (Tapping it just once only takes you into Vibrate Mode).

You can also use the 'Do Not Disturb' function. You can access it via Settings > Notifications. (Alternatively, pull down from the top of the screen, then tap and hold the speaker icon. 'Do Not Disturb' is at the bottom of the page, under 'Looking for something else?').
^^^ 'both' = bother

;-)
Make sure Bluetooth and WiFi are also switched off perhaps.

The other functions are not the same in effect. Flight mode sends all calls straight to voicemail and allows use of WiFi if selected. Turning the volume off means it rings till the voicemail comes in and do not disturb needs setting up every time. There must be a fix to get flight mode to operate it appears the switch is ignored by the software.
