This would be in the late '90s / early '00s: a Viz-style parody of Just 17 photostories. I'm not sure if there was only one issue (One of the stories was called 'A story in just 17 photos' - clever) but it also included the (in)famous photostory that featured a young Hugh Grant.
Does anyone remember this, or what it was called?

No, my memory is straight on this: it was a clear parody of the likes of Just 17 / My Guy etc, and presumably they had the clearance to re-run that story.
This was at a time when there were a lot of parody and satirical magazines. Viz was very popular, and it spawned things like Electric Soup in Scotland, *** (published by X-Press) and the thankfully short-lived right-wing rag The Trout.
